SUMMARY:BVS-ABR Scientific meeting on the Belgian transposition of the EU Basic Safety Standards Directive
DESCRIPTION:–version français ci-dessous– \nOp 20/10/2017 organiseert onze Vereniging een wetenschappelijke vergadering over het thema van de Belgische transpositie EU Richtlijn Basisnormen. De omzetting van deze Richtlijn moet gebeuren voor 6 Februari 2018; op die datum moeten in België de “nodige wettelijke en bestuursrechtelijke bepalingen” in werking zijn getreden om aan deze richtlijn te voldoen. Ten laatste drie maand eerder moet België een ontwerp van omzetting in Belgisch recht aan de Europese Commissie overmaken\, zonder afbreuk te doen aan de nationale procedures voor raadpleging en voor overleg in de wetgevende instellingen. \nDe datum van het seminarie ligt dus in de buurt van de dag waarop de nationale overheid\, FANC\, dit ontwerp zal overmaken\, wat enerzijds betekent dat de teksten klaar moeten zijn en anderzijds dat er geen ruimte is om deze nog op het laatste ogenblik te wijzigen. Het seminarie beoogt dus in de eerste plaats het verstrekken van informatie aan de betrokkenen over de belangrijkste wijzigingen die hen wachten\, maar een grondige discussie moet duidelijk maken welke doel de wetgever heeft nagestreefd en vermijden dat er misverstanden ontstaan. \n\nNotre Association projette le 20/10/2017 un séminaire scientifique sur le thème de la mise en œuvre en Belgique des nouvelles dispositions de la Directive Euratom « Normes de Base ». La transposition de cette Directive est due le 6 février 2018 ; à cette date la Belgique devra avoir mis « en vigueur les dispositions législatives\, réglementaires et administratives nécessaires pour se conformer à la présente directive ». Au plus tard trois mois avant cette date la Belgique devra transmettre à la Commission européenne le projet de transposition en droit belge\, sans préjudice aux procédures nationales de consultation et de délibération au sein des institutions législatives. \nLa date du séminaire est donc très proche à celle ou l’autorité nationale AFCN devra communique ce projet\, ce qui veut dire d’une part que les textes seront bien établis\, d’autre part qu’il n’y a pas de marge pour amender le texte en dernière minute. SUMMARY:BVS-ABR: Why should we be concerned about NORM?
DESCRIPTION:Why should we be concerned about NORM?\nNORM in general are probably a minor problem for the general population\, although they can contain more than ten times the radioactivity concentration that is permitted for e.g. food stuffs. This situation can change if these materials are processed in the industry. The relatively low radioactivity concentrations can be enhanced\, and will be refound in either the final product\, or in the useful residues or in the waste products. As such NORM materials can present a problem in the first place for the health of the workers\, but eventually also for the population in general. In the new Euratom Basic Safety Standards (BSS) Directive\, NORM industries are regarded as radiation practices. \nIn the first part of this meeting we will remind the new features of the European BSS on NORM\, and discuss the practical implementation in Belgium\, France and the Netherlands. SUMMARY:Joint BVS-ABR-NVS symposium: Implementation of the new Basic Safety Standards
DESCRIPTION:Op 5 december 2013 zijn de nieuwe basisnormen voor de bescherming tegen de gevaren van blootstelling aan ioniserende straling door de Raad van de Europese Unie vastgesteld. De in deze richtlijn vastgelegde veiligheidsnormen dienen uiterlijk 6 februari 2018 in de nationale regelgeving van de lidstaten te zijn geïmplementeerd en in werking te zijn getreden. Het symposium wordt georganiseerd door de NVS in samenwerking met de Belgische zustervereniging BVS/ABR. De voertaal van het symposium is Nederlands of Engels. \nHet symposium start met een inleidende voordracht waarin onder meer zal worden ingegaan op het Euratom-verdrag\, welke uitgaven van de basisnormen (BSS) voor gingen\, de te onderscheiden onderdelen en de belangrijkste wijzigingen die in de nieuwe BSS zijn geïmplementeerd. In de hierop volgende voordrachten zal specifiek worden ingegaan op een aantal van deze nieuwe ontwikkelingen. Voor de onderwerpen wordt verwezen naar onderstaand programma. \nLocatie \nHet symposium wordt gehouden in De Doelen\, Kruisplein 40\, 3012 CC Rotterdam. Deze locatie is gemakkelijk met het openbaar vervoer te bereiken. Wanneer u het station Rotterdam CS aan de voorzijde verlaat\, bevindt De Doelen zich schuin links voor u op ca. 10 minuten loopafstand. Voor deelnemers die liever met de auto komen\, is ruime parkeergelegenheid voorhanden in een van de nabij De Doelen gelegen parkeergarages. \nTentoonstelling \nTijdens het symposium zullen verschillende bedrijven hun producten presenteren. This will now cover all exposure situations\, including emergencies and existing exposure situations resulting from natural radiation sources. \nSocietal issues in radiation protection \nIn many countries\, ionising radiation and radioactivity are perceived negatively by the population\, which at the same time sees no harm in their use for medical applications and is not aware of the exposure to natural radiation sources. The evolution of nuclear energy production is country-dependent\, and the perception of radioactive waste remains an issue. Topics open for debate: stakeholder involvement\, ethics\, perception and decision making\, communication and information\, transparency \nThe impact of medical applications of ionising radiation\, present situation and future trends \nMedical exposures to ionising radiation are increasing worldwide. One may wonder whether the justification and optimisation approaches are systematically implemented in daily practice. New issues such as patient doses from hybrid imaging systems\, eye lens doses received by medical staff etc. also merit discussion and debate. \nLessons learnt from incidents and accidents (medical and nuclear sectors) \nThe lessons learnt from Fukushima and from the Chernobyl contaminated areas\, more than 25 years after the accident\, are of significance to policy makers. Less known are accidents in the industry\, mainly in radiography\, and in medical therapy. What lessons can be learnt? How to avoid accidents? How to deal with contaminated areas? \nHow to raise interest of young people for radiation protection? \nIn many countries\, the interest of youngsters in scientific studies is limited\, and multidisciplinary sciences such as radiation protection have even more problems to attract people. How to make radiation protection attractive? What Education/Training is needed? \n			\n				\n				\n				\n				\n				Guided Visits\nA choice of 3 guided tours are proposed\, each one visiting a historical and cultural city of Belgium. The tours will be organised on Monday 8th April 2013 in the afternoon. Participants interested in one of these tours will have to arrange for their transport to the meeting point\, which will be announced later on\, and back.  \nThe registration form allows you to express your interest in one of these tours. The visits will only be organised if there is sufficient interest. Participants who have expressed their interest for any of the tours will be informed by email whether or not the tour of their interest will be organised. Participation will only be effective after confirmation. \n\nGuided walk through the old city centre of Ghent  \nGhent combines medieval views with architecture and art evolution over 8 centuries. Particularities are the Cathedral (the Mystic Lamb however is in restoration and replaced by a replica)\, the Belfry\, the town hall\, the castle and a riverside walk with numerous old houses of former professional corporations and restored market places.Ghent is an important artistic and academic centre with festivals and museums.Practical: Ghent can be easily reached from Brussels by train (approximately 30’). \n\nGuided tour of Brussels’  architectural heritage \nBrussels is a melting pot of many different architectural styles. Think of Art Deco\, Art Nouveau (Horta) and Modernism\, but also Gothic\, Baroque and Neo-classicism. Many examples of these styles will be discovered\, walking through the centre of Brussels. \n\nGuided tour of the historical city of Mons \nIn the heart of Europe\, at about 50 km from Brussels\, Mons is able to show a lot of priceless art treasures\, accumulated since thousand years.From the Castle Square you can have a look on the whole old town. From the Collegiale Sainte-Waudru (gothic style)\, through the ancient streets (Spanish House) and the gardens\, you arrive on the Grand-Place and go into the Town Hall from the fifteenth century.In the vicinity of Mons you find the house where Van Gogh lived as well the Neolithic flint-mine of Spiennes.Practical: Mons can be easily reached from Brussels by train (approximately 45’).
